The process began in October 2021, when the Municipality of Prato responded to requests from trade associations and labor unions regarding the difficulties and needs of the Prato textile district, especially in light of the impact of rising energy costs - a situation that worsened with the subsequent international crisis due to the Russian invasion of Ukraine.

In November 2021, the Municipality of Prato organized a meeting with the Undersecretary of State for Relations with Parliament, Caterina Bini, and representatives of the city's economic sectors with the aim of developing useful suggestions for drafting the so-called "aid decree" and working on the utilities bill decree, proposing to include the concept of business support in future aid decrees, also contributing to the drafting of a document for the Government and national economic sectors.

In December 2021, at the initiative of the Undersecretary of State for Relations with Parliament, Caterina Bini, and the Municipality, a meeting was held with the Deputy Minister of the Ministry of Economy and Finance, Laura Castelli, endorsing and supporting the need to work on a support measure for the Prato Textile District to be included in the Budget Law.

The trade associations present - CNA Toscana Centro, Confartigianato Prato and Confindustria Toscana Nord - together with the Municipality of Prato, with the involvement of the labor unions CGIL, CISL and UIL, produced a document that then became the basis for the amendment to the Budget Law, becoming law in December 2021.

During the period from January 2022 to April 2022, the Municipality worked in constant coordination with trade associations and labor unions, in order to ensure the maximum possible alignment between the provision in the Budget Law, the measures described in the decree, and the needs of textile district businesses.

The Municipality also involved economic sectors and social partners for effective consultation with MISE (Ministry of Economic Development) officials in drafting the implementing decree, in order to promote the most important strategies and objectives pursued in recent years by the city and the district, and in particular supporting actions that assist businesses in the ecological transition, digital transition, corporate aggregations, and in order to strengthen measures for workplace safety.

On August 5, 2022, the implementing decree was signed by the Ministry of Economic Development and the Ministry of Economy and Finance.
